SPR# BOGN7EWF8V - Fixed a problem where the administrator/user needed a machanism to decide whether to allow users to create New Local Composite Application Files using Notes 8.5. There are 2 ways to set this, either via a Domino policy setting or by adding com.ibm.rcp.topologyhandler.ui/localCAenabled=true to the plugin_customization.ini file.
